Tell you are calling to report a noise complaint.
Provide:
Offender's Address.
Your name and address.
Ask for the Responding Officer to stop by your place.
------- WHEN THE OFFICER ARRIVES -------
Tell the Responding Officer the City Ordinance 93.51(B) is violated at the Offender's Address.
It is possible the that Officer may use an incorrect interpretation of the Ordinance and state they are allowed to enforce it only after 11PM.
In that case, politely tell the Officer the following:
The Ordinance § 93.51(B) does not place any restrictions on the time of day, as it highlights that violations are particularly egregious during the night, but not exclusively.
This matter was discussed with the City Council and high-ranking members of the Brownsburg Police.
The City and the Police Department agree that the Ordinance must be enforced at all times of the day.

Ask the Officer for the Incident Number, his/her name, and badge number.
The Officer will be happy to give you his/her business card with that information.
